Richard oversees a major capital investment programme that is dedicated to decarbonising the GPA’s estate – accelerating the government office portfolio towards Net Zero and creating greener workplaces for civil servants.

Programme Manager, Net Zero – Richard Treanor-Smith

Richard joined the Government Property Agency (GPA) in March 2019. He initially worked as a Hubs Project Manager, before transferring to the GPA’s Workplace Services directorate, becoming Area Workplace Services Manager. Richard now leads the Net Zero Programme at the agency.

In his current role, Richard oversees a major capital investment programme that is dedicated to decarbonising the GPA’s estate –  accelerating the government office portfolio towards Net Zero and creating greener workplaces for civil servants. As part of this, Richard works closely with colleagues and partners to turn sustainability commitments into delivery, championing credible pathways to Net Zero and strengthening the GPA’s progress on carbon reduction across its national portfolio. Under his strategic leadership, the GPA has successfully delivered 249 projects, resulting in a carbon reduction of 4,200 tCO2e, £3.29m in utility savings and 17.43GWh in energy savings.

Richard’s career spans senior leadership roles across both the public and private sectors. He joined the GPA from HMRC, where he led large-scale transformation and refurbishment projects, mobilising the department’s first wave of regional hubs. While working at Greater Manchester Fire and Rescue Service, Richard delivered major training facilities and led organisational change. Prior to his career as a public servant, Richard enjoyed a successful tenure in the IT and financial services sectors, focused on delivering business change and customer service excellence.
